With the UK set to introduce a new Vaping Products Duty in October 2026, the vaping landscape is about to change significantly. The duty will apply to liquids sold specifically as vaping products, which means the price of ready-made e-liquids is expected to increase noticeably.

As the market adapts to these changes, more vapers are beginning to take a closer look at what e-liquid actually contains. In reality, e-liquid is made from just a few simple ingredients that are widely used in many other industries. Understanding these ingredients helps consumers better understand how vaping products work and how the market may evolve in the coming years.

The Four Core Ingredients in E-Liquid

Most e-liquids consist of four primary components:

  • Vegetable Glycerine (VG)
  • Propylene Glycol (PG)
  • Flavourings
  • Nicotine (optional)

Each of these ingredients plays a specific role in creating the final liquid.

Vegetable Glycerine (VG)

Vegetable glycerine is a thick, slightly sweet liquid derived from plant oils. In e-liquid, VG is responsible for producing the dense vapour clouds that many vapers prefer.

Outside of vaping, vegetable glycerine has been used for decades in a wide range of products and industries, including:

Because of its ability to dissolve and transport flavour molecules effectively, propylene glycol is commonly used as the base liquid for flavour concentrates.

Flavourings

Flavourings are what give e-liquid its distinctive taste and aroma. These flavour concentrates are typically created using specialised flavour compounds that are suspended in propylene glycol to ensure they mix properly with the rest of the liquid.

It is important to understand that flavourings used in e-liquid are not essential oils. Essential oils are oil-based and do not mix correctly with the ingredients used in e-liquid formulations. Instead, flavour concentrates must be suspended in propylene glycol, which allows them to dissolve evenly and produce a stable mixture.

Many of the flavour compounds used in vaping originate from the same flavour industry that produces flavourings for:
